_Rajouri has immense tourism potential and need is to harness it_

Member of Parliament, Lok Sabha, Jammu- Poonch constituency, Jugal Kishore Sharman today reviewed the progress achieved under different centrally sponsored schemes in district Rajouri at the District Development Coordination & Monitoring Committee (DISHA) meeting held in the Conference Hall of PWD Dak Bungalow.
The meeting was attended by Chairperson District Development Council Naseem Liyaqat Vice- Chairperson DDC, Shabir Khan; District Development Commissioner Rajouri Rajesh K Shavan, SSP Sheema Nabi Qasba, BDC Chairpersons, DDC Members, nominated members of DISHA and senior officers of the district administration among the others.
At the outset, the District Development Commissioner gave a detailed presentation on physical and Financial progress and achievements under various centrally sponsored schemes being implemented in the district.
Detailed deliberations were held on various schemes being implemented in different sectors of the district like MGNREGA, 14th Finance Commission, PMGSY, NSAP, SSA, PMJDY, APY, PMJJBY, PMSBY, PMMY, PMUY, PMGSY, PMEGP, Poshan Abhiyan, PM Kisan, KCC, soil health cards, ICPS, BADP, BBBP, NHM, housing for all, PMAY-U and other centrally sponsored schemes.
About the PMGSY roads, the meeting was apprised that there are 319 schemes in Budhal and Rajouri subdivision in all the nine phases out of which the work on 224 schemes has been completed and the work on 95 schemes is in different phases of execution.
Regarding MGNREGA, it was apprised that as many as 19596 works were taken up in the financial year 2020-21 out of which as many as 7402 have been completed and job cards have been issued to 106263 persons.
Regarding the houses being constructed under PMAY, the meeting was informed that out of 32441 houses, the work on 5962 is complete and the first, second, third and fourth instalment has been provided to 23262, 10330, 5863 and 586 beneficiaries respectively.
Under ODF Plus activities, the meeting was given that out of 312 community sanitary complexes to be constructed in the financial year 2020-21, the work on 95 is complete. Under IWMP, the work on 176 projects out of 393 is complete and the rest are under different phases of execution.
While giving details of the schemes under CRF, it was informed that there are 13 schemes in Rajouri and Nowshera subdivision, the work on which is being executed by the PWD and JKPCC out of which the work on 04 schemes is complete.
Regarding the JKRLM, as many as 1656 SHGs have been constituted and 16150 women have been enrolled under these SGHs.About the progress registered under Sehat Scheme, the meeting was informed that 224756 beneficiaries have been registered under the scheme and golden cards have been issued to 187385 beneficiaries and concrete steps are being taken to ensure the cent per cent enrollment of all the eligible beneficiaries under the said scheme and night camps are also being organised in this regard.
About the progress achieved under the COVID19 vaccination drive being carried out in the district, the meeting was informed that as many as 59164 persons have been vaccinated to date in the district and under the third phase of the vaccination drive, out of the target of vaccinating 179876 persons in the district, the first dose has been given to 35748 persons above the age of 45 years and the second dose has been given to 747 persons.
Regarding Health buildings being constructed under PMDP, it was apprised that there are three buildings including SDH Sunderbani, SDH Nowshera and SDH Terayth. The work on SDH Sunderbani and SDH Nowshera is withheld due to a shortage of funds and would be resumed once the funds are available.
Concerning the FCS&CA, it was highlighted that about 92 per cent and 76 per cent of beneficiaries have been aadhar seeded under NFSA and Non-NFSA and concerted efforts are being made to cover the left out beneficiaries.
Regarding Soil health card schemes, as many as 3025 beneficiaries have been provided with the soil health cards in the previous financial years.
Under ODOP, the meeting was apprised that Rajouri has been identified as a dairy District and concrete measures are being taken to enhance the milk and milk products in the district to make the District an export hub in the identified products.
Regarding the launching project’s, it was informed that out of 204 projects, the work on 80 projects is completed and the work on the remaining projects is in different phases of execution.
Concerning the construction of the GMC Rajouri, it was informed that the work on the Academic and Administrative block is in the finishing stage and the work on the Hostel block and other allied works would be completed soon.
Under Labour and employment schemes, the meeting was apprised that as many as 5612 workers have been registered with the labour department and as many as 5612 workers have been provided with the labour cards to enable them to avail the benefits under various schemes implemented by the department in the district.
About the JJM, the meeting was apprised that as many as 264 projects have been approved under Jal Jeevan Mission at an estimated cost of Rs 1240 crores and the DPRs of all the projects stand prepared. It was further informed that the work on repairing the old hand pumps has already been started and all possible measures are being taken to provide hassle-free water supply to the households of the district. The work on repairing as many as 200 old hand pumps has been completed within three months.
Concerning PMAY-U, it was informed that the work on 51 houses out of 1547 has been completed and the rest are under different phases of execution.
While accessing the Power Scenario of the district, the MP took a detailed review of various centrally sponsored schemes including DDUGJY, PMDP(Rural), IPDS, PMDP(Urban) and other important centrally sponsored schemes of the PDD.
The MP while speaking during the meeting stressed upon the officers to ensure that all the centrally sponsored schemes are properly implemented on the ground as per the laid down guidelines so that the targeted and eligible persons are benefitted from these schemes.
The MP also asked the officers to work with dedication and in a mission, mode to ensure the time-bound completion of work on the developmental projects besides he also asked them to maintain the quality while working on developmental projects.
The MP also urged the public representatives to ensure the regular monitoring of all the developmental activities being carried out in the areas of their respective jurisdictions and make the best possible efforts to take their areas to new heights of development.
The MP reiterated that Rajouri has a huge potential in the tourism sector and there are several sites of tourist potential in the district and the need of an hour is to put in place added efforts to enhance the potential to generate employment avenues for the youth of the district.
The public representatives also discussed several issues and demands of their areas related to the inadequate water supply, macadamization and renovation of roads, up-gradation of educational and health institutions among other related issues that were also projected in the meeting.
Specific issues include inclusion of left out beneficiaries under PMAY, SBM and bunker payments, construction of a BDO office building at Qila Darhal, construction of road from Dhalka to Lam, sanctioning of funds under CRF, completion of work on the road from Draj to Delhi, Koteranka to Shahpur, double laning of Kalakote to Siot road, sanctioning of additional handpumps, completion of work on bridge from Dalheri to Hanjana etc.
Some more issues include the start of work on the building of GDC Doongi, sanctioning of funds under BADP, construction of road from Doongi to Challas, the road from Budhal to Shopian, the road from Kotedhera to Chambitrar, transformer to be installed in Dugwell at panchayat Badoon-B, shortage of staff in health institutions, construction of building for the mini secretariat, the start of work on newly sanctioned Degree Colleges in the district were also raised in the meeting.
The MP gave a patient hearing to all the issues and demands projected during the meeting and assured that all their genuine concerns would be redressed in a phased manner.
